10 pro on cd ?

Can I order a working (legal) copy of windows 10 pro on cd to repair my system ? I have a desk top pc that does a boot circle that I cant get to reboot because it is a free upgrade from win 7 pro. So I do not have a hard copy. I even tried to reinstall 7 and upgrade again, but I think that just mad matters worse. Can you help ?
